This seems clumsy at best. The House Republicans are already feeling some heat, one day into the government shutdown, in terms of public opinion. So they want to backtrack a bit, and convert the shutdown from being a baseball bat to a surgical laser. They want to write a long string of bills to re-open government agencies that THEY care about, but still leave out any money for the affordable health care act.
It is not going to work. Not in practical terms, because the Senate and the President are not interested in letting them have their way. And not in ppolitical terms either, because the American public are not buying their efforts to blame the President for the shutdown that they themselves engineered. "All we want to do is negotiate" ha, that's crap. You don't want to negotiate, you want to dictate. There is a difference.
This is going to end badly for the Tea Party minority that desperately wanted this fight to happen. And the longer the shutdown lasts, the uglier the result for the Tea Party.
